Persons with disabilities are NOT excluded from ....

"the general education system on the basis of disability, and that children with disabilities are not excluded from free and compulsory primary education, or from secondary education, on the basis of disability"

Letter to Ms GÖNCZ, Vice-president, Committee on Civil Liberties, Justice and Home Affairs

European Parliament
Committee on Civil Liberties, Justice and Home Affairs
Mrs Kinga GÖNCZ

Dear Ms GÖNCZ,

i was happy to meet you yesterday in parliament!

As discussed it is an obligation for the European Commission to implement the UN convention on the rights of the persons with disabilities into the revision of the EU staff regulation as up to now this is not the case (see documents attached). Commissioner Sefcovic replied to the president of European Parliaments Disability Support Group and refused to implement the articles of the UN CRPD what in fact means that for example the European School remains without the necessary accessibility for children of officials who have a certain learning disability and speak only the language of the "sending country"!

The European Commission ratified the UN CRPD two years ago and despite that they refuse to implement the UN CRPD into the revision of the EU staff regulation.

Furthermore the Commission needs to undersign and ratify the Optional Protocol of the UN CRPD so that officials who are affected by the violations of the UN CRPD within the European Institutions are able to call the specialized UN Human Rights Office in Geneva who will give afterwards concrete advise in regard of violated disability rights to the institutions.

We need to ensure highest accessibility for officials with disabilities and for officials with disabled family members. I need to remind the institutions that an effective inclusion of around 100 million disabled citizens in Europe will be only possible after the institutions will increase the staff with disabilities to raise best awareness. To enable the Institutions to do so the implementation of the UN CRPD into the revision of the staff regulation is a key element.

I would be grateful, dear Ms GÖNCZ, if you could help to bring this issue forward as I do not see any movements on that from the side of the institution: perhaps it will make good sense to place for both points any time limits.

Best regards
