18. Please provide your comments about the complementary role that the EU, national, regional and local authorities could play in improving accessibility?
The EU has the role to define clear accessibility measures and sanctions which will provide in practice access to goods and services for the 80 million people with disabilities in Europe
EU needs to monitor the whole process of accessibility and the affected consumer should have the direct or indirect (with NGOs) right for access directly to the court of justice (EU) in case of discrimination, e.g. of refusal of servces and goods (because local courts do not have the necessary know how in regard of antidiscrimination laws!)
national, regional and local bodies should collect necessary data and should monitor solutions provided by the EU Institutions for single cases of discrimination and need to report back in case of further violation...
