2 April – World Autism Awareness Day - Free our people!

The World Autism Awareness Day was instituted by the UN in 2008 to spread information and raise awareness about autism. ENIL will celebrate this day by demanding the states in Europe to give persons with autism the support they need to leave the institutions and live like other citizens in the society.

– 40 percent of all people with autism have no language at all. 50 percent never develop any usable language.
– Many people with autism live according to strict routines or rituals that are difficult for others to understand. If the routine is broken the person with autism can become desperate or fly into a rage. Small changes in the      
   environment, as if one thing is moved from one location to another, may cause strong reactions.
– People with autism may have a limited repertoire of strategies.

Someone has learned to wave his hands in front of his face when the environment becomes too bothersome. Others have developed selfharming behaviors such as biting in his hands.

Autism is a lifelong disability that is not curable. However, many children with autism are helped by early, well-designed and individually tailored educational intervention. As adults, most persons with autism need
lifelong support and service.

Experience from Sweden and Norway shows that personal assistance is more suitable for persons with autism – because personal assistance can be organized on the user's own condition – than a place in an institution.
Persons with autism – generally speaking – find it difficult to empathize with others' needs, have impaired communication skills and need to follow their own routines and procedures. To live at institutions and share staff with other persons with the same type of problem is of course no solution for those persons.

Despite this, a large proportion of those who is living their lives on Europe's institutions have an autism diagnosis. In addition to the lack of freedom and the impossibility of achieving independent living, there is a risk that these persons come across situations where they harm themselves or are exposed to violence and coercion.

ENIL request European states to take vigorous action to accelerate the dismantling of institutions for people with disabilities, regardless of diagnosis, and that the EU is actively involved in shaping a society thatgives people with disabilities the opportunity to participate in society in accordance with Article 19 of the UN Convention on the Rights of Persons with Disabilities.

Autism can also be improved by the use of teaching methods as the method applied behavior analysis that addresses the specific behavior of autistic people and so thisenables people to make the right decisions. This will lower the disability-related misconduct of people with autism in most cases and, if properly applied and enables many autistic people to an independent life.

The method ABA is in Europe yet only little known, families mostly has to pay for it privately, which means an additional burden for them. Policy should ensure personal budgets are made ​​unbureaucratic for disposal to these families, personal assistants can be trained in the method of ABA and ABA needs to find entrance and use in the schools: The only way to succeed in human control with autism is to help autistic people to get their disability-related behavior under control.

This eliminates also the need for institutions: conflict of interest possibly is the reason why ABA in Europe so far isnt installed in a clear structure (in the United States it has been established broadscale !).

The policy must focus on the interest of affected autistic and not on financial interests of lobby groups or service provider of institutions, which are undoubtedly also very active in the area of disability policy: With the proper adaptations, such as ABA autism can be treated in the right manner!

Autismus kann wesentlich verbessert werden durch den Einsatz von Unterrichtsmethoden wie die Methode applied behaviour analysis, die auf das spezielle Verhalten von Autisten eingeht und so diese Menschen befaehigt die richtigen Entscheidungen zu treffen. Hierdurch sinkt das behinderungsbedingte Fehlverhalten der Menschen mit Autismus in den allermeisten Faellen und bei richtiger Anwendung erheblich ab und befaehigt viele Autisten zu einem selbststaendigeren Leben.

Die Methode ABA ist in Europa bisher noch kaum bekannt und muss von den meisten Familien bisher privat bezahlt werden, was fuer diese eine zusaetzliche Belastung bedeutet. Die Politik sollte sicherstellen, dass Persoenliche Budgets unbuerokratisch zur Verfuegung gestellt werden, Persoenliche Assistenten auf die Methode ABA trainiert werden koennen und ABA auch in den Schulen angewandt wird: nur so wird es gelingen Menschen mit Autismus zu helfen ihr behinderungsbedingtes Verhalten so zu steuern, dass sie es selber in den Griff bekommen.

Hierdurch eruebrigen sich Institutionen: moeglicherweise sind Interessenkonflikte der Grund dafuer, dass ABA sich in Europa bisher im Gegensatz zu den Vereinigten Staaten im breiten Massstab nicht etablieren konnte.

Die Politik muss den Schwerpunkt seines Interesses auf die Betroffenen legen und sich weniger durch finanzielle Interessen von Lobbygruppen, die zweifellos auch in diesem Bereich aktiv sind leiten lassen: Mit den richtigen Adaptionen, wie ABA koennen auch Autisten selbststaendiger werden !
